Reduce password character requirement on FAD microsite to 8–9

🔍 Problem Statement

As a publisher, I can't reduce the password character requirement on the FAD microsite, which is currently set to 15 characters.

💡 User Story

As a publisher, I want the password character requirement on the FAD microsite reduced to 8–9 characters, so that it fits what we want for our users.

🎯 Definition of Done (DoD)

A feature is done when:

✔ The password character requirement on the FAD microsite is set to 8–9 characters instead of 15.

✔ This change will impact UI, specifically password entry on the FAD microsite.
