Monitor, block, and receive alerts for sign up/user registration requests

How would that help you?:
We have been attacked by bots that create thousands of fraudulent user accounts (without payment accounts). I would like to get alerts when unusual activity is spotted and block account creation when a rate limit is tripped. This would be especially helpful for the staging account when testing.
