Enabling payment link for open invoices for all credit card processors

Currently the Payment Link option for open invoices is only available for sites that use Stripe as their payment processor. It would be very helpful for our customer service team to be able to send payment links to subscribers with open invoices. We currently use the Vantiv/WorldPay processor.
