Core API: Refund support

It is currently not possible to generate a refund using the Core API. Being able to create a refund via API would be helpful when trying to clean up data after a fraud attack.

Please add support for the following:

• Refunding when canceling a subscription (full or partial)

• Refunding an entire credit card payment

• Refunding a portion of the customer balance
