Allow for adding members as Active vs. Pending during data entry

🔍 Problem Statement
As a Pelcro admin, I experience new members being added with Pending status by default, which prevents them from appearing in Lists and causes access or communication delays immediately after enrollment.

💡 User Story
As an admin, I want to choose Active or Pending status when adding a new member, so that members needing immediate access are activated without a manual follow-up step.

🎯 Definition of Done
- Given the Add Member form, when an admin selects Active as the status, then the member is created with Active status and immediately appears in Lists.
- This change impacts the UI (Add Member form) and API (member creation endpoint).
- Limitations: default status remains Pending; Active must be explicitly selected.

We need to have members added with the status of Active instead of Pending, as these Pending members are not showing up in Lists. If all new members added are set up with the status of Active immediately, that would be very helpful.
