a check-box option when canceling subscribers manually, asking: "Notify subscriber?"

How would that help you?:
I would like to be able to NOT notify a subscriber that I've cancelled their account in some scenarios -- like when I need to manually cancel an account in order to set up a new one with different terms for them.
